Housing Voucher Program
(HVP)-Temporary
Emergency Assistance
Emergency assistance vouchers are provided to seasonal farm workers
and accompanying family members who are:

Homeless or who have been determined to be
living in unsafe conditions |
| • |
Up to 10 nights emergency housing at an
approved facility |
| • |
May not exceed $50 per household per night of,
$6 per person per night |
Homelessness Prevention
Homelessness prevention vouchers are provided to seasonal farm workers
who currently live in private market rental housing, but are at risk
of becoming homeless due to eviction for non-payment. A notice of
eviction from the landlord is required:

May be used to pay current month’s rent to
forestall eviction |
| • |
May not exceed $500 or fair market rent
(FMR) for the local area,
whichever is lower |
| • |
Provided the rent is reasonable and the
voucher amount does not exceed the fair market rent for the local
area and bedroom size of the unit. |
| • |
Assistance limited to a maximum of 3 months |
OIC shall determine the actual amount
of the voucher, based on the cost of the housing and the household’s
ability to pay.
Rental Assistance
Rental assistance vouchers may be provided to seasonal farm workers that
need financial assistance in order to secure private market rental
housing. Priority will be given to seasonal farm workers that are
currently homeless or living in unsafe or overcrowded conditions.
Vouchers may be used to pay first and last month’s rent, as well as
monthly rental assistance for a total of up to six months (but not
past June 30, 2007). Rental assistance is:

For workers that need assistance in order to
secure private market rental housing |

May be used to pay
first and last month’s rent and/or monthly rent assistance |

May be used for
on-farm housing if: |

a) |
The on-farm housing is in compliance state TWH
standards; (Chapter 70.114A RCW) |
| |
b) |
The management plan states a rent policy and
amount of rents to be charged; and |
| |
c) |
The operator had a practice of charging
comparable rent prior to July 1, 2006 |

Assistance limited to
a maximum of six months |
| • |
and at a cost of up
to $500 per month per household, provided the rent is reasonable and
the voucher amount does not exceed the fair market rent for the
local area and bedroom size of the unit. |
| • |
A rental agreement
must be provided as evidence of rents charged. Any unit for which
rental assistance is provided must be determined to meet program
standards prior to occupancy. |

not be used to pay security deposits or other fees.
