Minimum Qualifications:

  1. AA degree in sociology or related field, or equivalent work experience matched on a year for year basis.
  2. Experience should include two years in supervision, training, job development, career preparation, case-management or related activities.
  3. Excellent positive people skills.
  4. Proficient bilingual (English/Spanish) (oral/reading/writing) language skills.

Position Overview

To improve the economic, vocational and educational status of qualified participants in a positive and compassionate manner by providing services in two programs.  One will focus on services for eligible migrant and seasonal farmworkers and their families.   The second program will focus on eligible migrant and seasonal farmworkers requiring vocational rehabilitation services. 

 

BASIC RESPONSIBILITES:

1.    Actively recruit qualified candidates for the programs throughout the assigned region through positive relationships with community organizations, public and private human services partners; site visits, and presentations to appropriate groups (churches, support groups, hospitals, schools. etc.).

2.    Interview potential participants, both in person and via telephone, to determine eligibility for program services. For candidates who are not eligible, make referrals to other appropriate service providers, thoroughly documenting referral.

3.    Complete all intake forms and review required documentation for eligible candidates.    

4.    Assess participant’s skills; aptitudes; interests; short and long term education needs; barriers; support services needs of the participant and their family, and training career goals.  Conduct testing as needed.

5.    Develop an agreed upon Individual Employment Plan (IEP) for enrolled participants to enable them to become successfully be employed in chosen field as determined by the assessment.

6.    Ensure that eligible VR candidates are also co-enrolled in the WIA 167 program and the WorkForce Centers.

7.    Coordinate on-the-job training with employers in service area when appropriate.

8.    Assist with resume preparation and interview skills (including practice and counseling on appropriate clothing to wear and interview techniques) to prepare candidates to be confidently prepared.  Provide appropriate job referrals, labor market information and assistance to schedule interviews with employers.

9.    Collect and report evaluation data on activities and participant reactions.

10. On a weekly basis, provide report to supervisor on personal caseload status, including activities performed, recruitment effort, candidates evaluated, enrolled and referred, and services provided and any problems in meeting objectives.  On a monthly basis, provide report to supervisor with status towards meeting goals.

11. Interpret and apply knowledge of federal, state and local laws, regulations and provisions in providing employment and training services to eligible migrant and seasonal farmworkers and their families.

12. Act as liaison for OIC with other organizations and service providers to provide mutual support and generate close working relationships.

13. Contact employers throughout the assigned region to negotiate and secure on-the-job training; work experience; try-out employment, and other core training agreements, and to develop job placement opportunities.

14. Negotiate and secure classroom training partnerships with training institutions, including community colleges, technical colleges, school districts and other basic and vocational skills training providers throughout the assigned region.

15. Monitor, review, and document the progress of each participant in meeting the objectives of the IEP.  Periodically meet on site with the program participant and training providers to determine training progress, ensure contract compliance, and resolve any problems.

16. Complete relevant training evaluations during and upon completion of the training objective or placement into unsubsidized employment.

17. Perform appropriate follow-up to verify job retention.

18. Follow up on effectiveness and appropriateness of services provided through referral of participants’ family members who are not enrolled in the 167 Program.

19. Develop and maintain comprehensive case files for each participant, to include the ISS, training evaluations, counseling notes, on-site monitoring reports and all other forms and reports pertaining to the participant.

20. Meet or exceed the caseload objectives assigned by the Regional Manager and program objectives. 

21. Type and maintain accurate and complete participant’s files and reports required by supervisor and grant requirements.  Also work in close cooperation with other office staff to provide support and backup as needed.

22.  Provide support emergency and support services to clients.  Establish a high quality relationship with clients, business and employers to be able meet our goals and objectives.

23. Other duties as assigned.

 

SPECIAL KNOWLEDGE, SKILLS AND ABILITIES

 

1.    Good oral and written communication skills.  Excellent public speaking skills.

2.    Demonstrated ability to establish and maintain effective relationships in the business and community sectors.

3.    Prior experience in an office environment with demonstrated administrative and organizational skills and proficient computer skills and proficiency in Microsoft Office  

4.    Demonstrated ability to prioritize tasks and work under pressure.

5.    Must be self-motivated; maintain a high level of confidentiality, and possess strong ethics.

6.    Must be able to travel frequently as required.

7.    Must develop working knowledge of Workforce Investment Act (WIA) program regulations and administrative requirements within first 90 days. 

8.    Able to demonstrate a genuine concern and respect for all cultures and diverse populations served by OIC.
