Energy and Shelter Assistance Program is currently registering clients for an appointment. Please visit the YVOIC website to schedule an appointment or call our office for assistance.

Energy Assistance and Shelter Programs

The Energy Assistance office will be closed to all “in person” appointments. All appointments will be conducted over the phone, in an effort to follow the recommendations on social distancing. Clients may contact their case manager for more information. Staff will be available to take and return phone calls.
La oficina de Asistencia Energía estará cerrada a todas las citas "en persona". Todas las citas se llevarán a cabo por teléfono, en un esfuerzo por seguir las recomendaciones sobre el distanciamiento social.  Los clientes pueden ponerse en contacto con su administrador de casos para obtener más información. Has your Household been effected by COVID-19? Do you need help paying your light bill or are past due on your rent?  You may qualify for up to a $1,000 benefit.

This benefit will be paid directly to your heat vendor or landlord.

To qualify for this program you must live in Grant, Adams, or the Upper Yakima County and provide:

  1. Income for the previous 3 months for everyone in the household;
  2. ID and Social Security Cards for everyone in the household:
  3. Current Heating Bill;
  4. Proof of Residence

Pacific Power to suspend disconnections During COVID-19


The Energy Assistance Program (EAP) provides financial assistance to households at or below the federal poverty guidelines to offset their winter heating bills. These programs assist eligible clients with various heating sources including electric, gas, oil, wood pellet, and propane.

Basic eligibility requirements include:

  1. Paying for residential home heating costs directly to an energy vendor or indirectly through rent.
  2. Household average income is at or below 150% of the federal poverty level.
  3. Have not received a LIHEAP grant during the current program year, October 1 – June 30
